Enabling b2b.HAInstance is stopping the File/(S)FTP(S)/Email polling in a B2B cluster

Symptoms
You are running a SOA B2B domain configured in High Availability (HA) cluster mode.
As per documentation, it is required to "Set property b2b.HAInstance to true to ensure only one node in cluster starts a polling thread for the configured File, FTP, or Email channels.Without this property being set, each node starts its own polling thread and could pick the same file multiple times".
Problem:
After enable this property, B2B listening channels (File/FTP/Email) are not picking any files. If the property is disabled (that is, setting it to false) then channels start picking messages. But, as expected, sometime duplicate processing is created.
