Symptoms

On : 11.1.1.5.4 version, Provisioning

User is not provisioned to Target by access policy.

The user meets all of the criteria for the role and as membership rule has worked.
The user should get provisioned in the target.

But the user has it's 'deprovisioned' date set.
- seems to only happen for users that were deprovisioned and then reenabled later.
- They do not automatically get provisioned again.

They can manually provision the users.
