Encountered "javax.transaction.xa.XAException: JDBC driver does not support XA" During Java SE Advanced Management Console 2.x Agent Download (Doc ID 2205095.1)

Symptoms

During the configuration of Java SE Advanced Management Console, you may encounter a "Failed to compute value" message while attempting to download the agent-bundle-win32.zip from the Configuration Tab which is at step 4 of this installation process described in the "Installing Advanced Management Console Agent on Windows" section of the Advanced Management Console Installation and Configuration Guide:

1. Log in to the desktop computer with administrator privileges.
2. Enter https://server:port/amcwebui in the browser. Log in to Advanced Management Console UI using administrator credentials. For more information, see Initializing Advanced Management Console.
3. On the Advanced Management Console UI, click the Configuration tab and select Agents Download.
4. Click the link agent-bundle-win32.zip and save the bundle.

This symptom has a few possible causes.  Having a detailed WebLogic Debug Log will help to narrow down the problem.
