How to Enable Debugging on OPatch (Doc ID 2205496.1)

Goal

According to Oracle documentation, you can set OPatch to debug mode by setting the environment variable OPATCH_DEBUG to TRUE.
For example on WLS1213 to apply patch 22901740, these would be the instructions:

Enabling OPATCH_DEBUG did not help to show the line Parsing file [file] in the stdout.
