OID 11g Shows As Down in Enterprise Manager(EM) - Resolving Status Display Issues due to System Performance or Network Latency (Doc ID 2207202.1)

Goal

Within Oracle Enterprise Manager (EM), related to the OID Instance (on the main Farm Page) the OID shows
as "Up" with the related Green Arrow Icon, however, when selecting this instance to view that specific instance
page, for the Status Icon displayed in that page (next to the Instance Name field, at the top of the page).

The OID Instance Status Icon there shows as a "Clock", and will show a Tooltip of "Status Pending", when
the Mouse Pointer moves over this Icon.

The OPMN Status Output also confirms that they OID is up and running, with the following type of result:

The expectation is that the EM Interface will display correct information related to the OID Server Status.
