Localization Not Working With Portal 12c (Doc ID 2207251.1)

Symptoms

Localization changes made to the navigation string do not have any affect.

Following steps were executed to test the behavior:
1) Exported the scope-resource-bundle.xlf
2) Created two different documents, one for English and another for Arabic language.
3) Added the localization values.
4) Imported the two files.
5) Added the name of the page using the corresponding trans-unitId from the bundle files. #{o_w_f_t_TranslationsRBBean['trans-unit id']}
6) Restarted the WC_Portal managed server.

After the above steps, no change in behavior is observed.
