Composites fail to load on server restart (Doc ID 2208829.1)

Symptoms

BPM composites fail to load when the server restarts. The failed composite(s) must be undeployed and redeployed to get them to function as expected and will again fail on a server restart.  In the logs we see the following exceptions during server (or similar exception):
