OBIEE 12c Global Role for managing OBIEE application roles

Needing provide support users the ability to add and remove users from the OBIEE Application roles via EM.

Able to add users to the Admin global role in the weblogic console but this provides to many privileges.

Is there a procedure for creating a new global role with similar privileges to Operator with just the added ability to manage the OBIEE application roles?
