OPSS - BI Publisher Upgrader Is Failing with JPS-02600 libOvd required system parameter error (Doc ID 2209296.1)

Symptoms

On : 11.1.1.9.3 version, Java Platform Security

BI Publisher upgrade is failing, while upgrading from BIP 10g to 11g, observing the following error
