Opmnctl Status Is Showing Stopped Status For OHS Component And Will Not Restart (Doc ID 2209423.1)

Symptoms

On : 11.1.1.7.0 version

opmnctl status is showing the component OHS is stopped

The component will not start.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Issue the command opmnctl startall
2. Check the status of opmnctl status and see OHS component has a status of Stopped
