Opmnctl Status Is Showing Stopped Status for OHS Component and Will Not Restart (Doc ID 2209423.1)

Symptoms

The opmnctl status is showing the component OHS is stopped. The component will not start.

The issue can be reproduced at will with the following steps:
1. Issue the command opmnctl startall
2. Check the status of opmnctl status and see OHS component has a status of Stopped
