Installing EDQ Address Verification (EDQ AV) on servers in which network access is restricted:

During installation provided by Loqate, the Install Manager attempts to validate the license key with the "Loqate license server".  Since the EDQ AV server is restricted to public sites, the Install Manager is unable to validate license key and, as such, is unable to access the latest Loqate data files.
