Enterprise Capture Fails to Convert PDF to TIF using GhostScript (Doc ID 2210376.1)

Symptoms

Capture email import processor is failing to import emails and its attachments.   The log contains the following error:

oracle.odc.exception.CaptureException: Error extracting attachments
......
Caused by: oracle.odc.exception.CaptureException: javax.script.ScriptException: Failed to convert C:\Users\SVC-OC~1\AppData\Local\Temp\CaptureImport\301282\table_export_DATAc074db60-0157-1000-81ce-ac1a68fe95df.pdf using GhostScript. didGhostScriptThrowError: true in <eval> at line number 174 at column number 3

Emails are transferred to failed email subfolder.
