Executing a Scenario from Command Line Fails with "ODI-1274: Agent Exception" Caused by "java.lang.RuntimeException: javax.xml.bind.UnmarshalException" (Doc ID 2211560.1)

Symptoms

In Oracle Data Integrator (ODI) 12.2.1, when executing a Scenario from command line using a Standalone Agent with the following string:

startscen.cmd -INSTANCE=<ODIInstanceName> <scenario_name> <scenario_version> GLOBAL -SESSION_NAME=<session_name> -AGENT_URL=http://<HOST>:<AGENT_PORT>/oraclediagent -NAME=<local_agent_name>

... the execution fails with the following error:
