When using: LSH (Life Science Health)   CDR_RTREPOS is the default user installed with LSH

When executing a Package, Mapping, or Process flow the following errors are seen in the OWB Control Center Service log:

2016/11/30-16:32:35-CST [195ED659][CDR_RTREPOS.CDR_RTREPOS] oracle.wh.runtime.platform.adapter.InfrastructureException: RPE-01003: An infrastructure condition prevented the request from completing.
