WebCenter Content (WCC) Server Contains Bad Data -Inconsistent, Incorrect, Incomplete Content Information (Doc ID 2212368.1)

Symptoms

Content items in the WCC Server are showing inaccurate information and failing to update after an archive batch update of the content items.  The archiver log file is showing a number of errors:  

"The release date of the new revision is not later than the release date of the latest revision in the system"
