OAM/OIF Upgrade from 11.1.2.1.0 to 11.1.2.3.0 Failed to Retrieve Metadata - oracle.security.fed.event.EventException: java.lang.IllegalStateException: Property was not set: password (Doc ID 2212782.1)

Symptoms

Oracle Access Manager/Oracle Identity Federation upgrade from 11.1.2.1.0 to 11.1.2.3.0 with Identity Federation configured.

After upgrade, getting error stack below when trying to retrieve metadata from below URL.
