Symptoms

On : 11.1.1.5.0 version, Content Server

Not able to access Content server console at http://<IP>:16200/cs

ERROR

The issue can be reproduced at will with the following steps:
1. Start the Admin server
2. Start the UCM managed server
3. Launch CS console with the url http://hostname:portnumber/cs
