Login Page Not Redirecting to Home Page After Processing One Request (Doc ID 2213008.1)

On : 11.1.1.8.0 version, Content Server

ACTUAL BEHAVIOR
---------------
Following is a url which is used to download a content.
https://hostname:port/cs/idcplg?IdcService=GET_FILE&dDocName=PROD.TOS1022787&allowInterrupt=1&RevisionSelectionMethod=LatestReleased .

When user try this url directly they are getting the popup to download dialog box and that works fine.

In the same browser in a new tab if user tries to access the url https://hostname:port/login/login.html instead of going to the login page this is redirecting to the previous request where it is asking to download a file and not allowing to login to WCC.


EXPECTED BEHAVIOR

Should open a new CS console home page instead of the processing the older request again.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch the URL https://hostname:port/cs/idcplg?IdcService=GET_FILE&dDocName=PROD.TOS1022787&allowInterrupt=1&RevisionSelectionMethod=LatestReleased and user gets the download popup.
2. Open a new tab, hit the URL https://hostname:port/cs/login/login.htm
3. The same download popup comes again
