Oracle HTTP Server Hangs Due To "Server Reached MaxClients Setting"

OHS hangs intermittently. Restarting OHS restores service.
The errors "server reached MaxClients setting, consider raising the MaxClients setting" are shown found in ohs1.log similar to the following:
