OAM Plugin Activation Fails In Clustered Environment With The Error: ACTIVATION FAILED due to all nodes being down

Using Oracle Access Manager 22.214.171.124.8:
OAM Custom Plugin Activation Fails in Clustered Environment
Trying to deploy a custom OAM plugin in OAM 11g R2 PS2. Able to successfully import/upload the plugin file to OAM and distribute the same. But when while activating the plugin, it fails with the error below:
1. Log into OAM Admin Console and open "Plug-Ins" page.
2. Import, distribute and activate the custom plug-in.
