JMS topic subscriptions fail to persist after the topic is restarted in SOA 11g (Doc ID 2214697.1)

Symptoms


Two SOA 11g environment SOA1 and SOA2. SOA1 has a topic that SOA2 subscribes to.  Whenever SOA1 is restarted the subscribers from SOA2 on that topic becomes false, requiring a restart of SOA2 to reestablish the subscription.
