Error Accessing HealthCare Dashboard Through HTTPS Port (Doc ID 2214861.1)

Symptoms

Unable to access HealthCare Dashboard when HTTPS port is used. The HTTP port works fine however.

EXCEPTION:
  MESSAGE:t3://localhost:8001/soa-infra: [RJVM:000575]Destination 127.0.0.1, 8001 unreachable.; nested exception is:
  java.net.ConnectException: Connection refused; [RJVM:000576]No available router to destination.; nested exception is:
  java.rmi.ConnectException: [RJVM:000576]No available router to destination.
