Capture Client Installation (capture-installer.msi) Fails to Complete (Doc ID 2215738.1)

Symptoms

Installing the Enterprise Capture Client Fails (capture-installer.msi) with the following error message in the Event Viewer:

Failed to create restore point (Process = C:\Windows\system32\msiexec.exe /V; Description = Installed Oracle WebCenter Enterprise Capture Client; Error = 0x80070422).

The installer screen pops up and then disappears.  Installing as an Administrator did not resolve the issue.
