Certifications Remain In "Sign-Off Required" In Dashboard After Certifiers Completes And Signs Off (Doc ID 2216404.1)

Symptoms

Even after signing off the certification, the certifications remain in "Sign-Off Required" in dashboard.

Steps to reproduce:

<User> gets assigned the certification and completes all certify/revoke actions
<User> signs off on the certification
The SOA tasks are completed and are no longer in the Inbox, but the Dashboard still shows "Sign-Off Required"
