The OAMSSA-06252: The Policy Store is not Available is a common error seen and can have may different causes/solutions, but they are related at some level to the Policy data stored in the Database.
This error can be seen in new installs, upgrades, after patch applications, or on previously working environments.

High level flow ... Policy data is created using the OAM console, which uses the WLS layer data source to communicate with the database JDBC via a specific user schema.
