WebLogic Reports Blocked Threads on Log4j Code at org.apache.log4j.spi.RootLogger (Doc ID 2217411.1)

Symptoms

When using Apache Log4J in WebLogic Server, intermittently you might see threads might go into BLOCKED state. This caused server instance to show STUCK threads and performance impact.
