WebGate: AaaTimeoutThreshold And Failover Retries Are Not Working As Expected

WebGate: aaaTimeoutThreshold and failover retries are not working as expected
WebGate would open 2 connections (one each to primaryServer1 and primaryServer2). primaryServer1 can't be reached so after 20 seconds, failoverThreshold would become less than 2 and WebGate would connection to primaryServer3. WebGate would try one more time to connect to primaryServer1 because of retry=1. It would fail again after 20 seconds and then it would not send any traffic to primaryServer1 till it can actually connect.
NOTE: WebGate has no connectivity to primaryServer1. The port is not opened from where the WebGate is. So it should timeout after 20 seconds. Instead it is taking over 3 minutes.
