OIM LdapSync is not Pushing Users to OID Eventhough LDAP Full Recon Works (Doc ID 2221421.1)

Symptoms


OIM LdapSync is not pushing users to OID

Enabled LdapSync with OID during install of OIM.

But when creating user in OIM, it is not getting pushed to OID.
 - There are no errors and user "is" created in OIM.

OIM Diagnostic log shows the following events for the create
