Documents Committed to WebCenter Content with a PDF Extension are in TIF format and Fail to open in Adobe Reader "File does not begin with '%PDF-'. Local\EWH-14668-0" (Doc ID 2221864.1)

Symptoms

Using Enterprise Capture 11.1.1.8.0 Cumulative Patch 7 to commit to WebCenter Content.

A client profile is importing and converting PDF documents to TIF.  The batch is released to Commit Processor which converts back to Searchable PDF and stores in WebCenter Content.  When the document arrives in WebCenter Content, a message is displayed when attempting to open the document in Adobe Reader:

"File does not begin with %PDF-'.
Local\EWH-5212-0"

After further analysis of the PDF document, it was determined that the file is named with a .PDF extension, but is still in TIF file format.

If the user imports a multiple page TIF file in the client and commits to WebCenter Content, the pdf file can be opened without problem.
