Running config.bat Gives Error "shortenPaths.cmd NOT Recognized" (Doc ID 2222030.1)

Oracle HTTP Server - Version 11.1.1.7.0 and later
Microsoft Windows x64 (64-bit)

Symptoms

 While running config.bat from %ORACLE_HOME%\bin to configure the Oracle Web Tier products installed with type of "Install Software - Do Not Configure", following error message can be seen:

'"%ORACLE_HOME%\bin\shortenPaths.cmd"' is an internal or external command,Not recognized as operable program or batch file.

 After that command prompt of Oracle Universal Installer Starting is popped up. After a while, the command window is closed automatically and GUI of Oracle Fusion Middleware 11g Web Tier Utilities Configuration Wizard launches successfully.
