Setup a Standalone WLS for ADF without installing RCU (Doc ID 2222219.1)

Goal

When installing WLS 12c, one of the mandatory steps when creating the domain is to setup the database connections to an RCU repository.

For general ADF tests, this is not needed, but the domain creation will need to proceed by connecting to an RCU repository.
