Symptoms

A SOA 12c Managed server startup is extremely slow. This happens only after the BRM JCA 7.4 Adapter (OracleBRMJCA15Adapter.rar) has been deployed

A symptom of this issue can be see in the managed server logfiles, where there are Xerces related XMLParser exceptions while loading the OWSM wsm-pm web application :-
