WebLogic Server 12.1.2: Load Balancing Issue with T3 and Replica-Aware Stubs

Symptoms
A T3 load balancing issue was observed in WebLogic Server 12.1.2. In an environment with many EJB Clients using replica aware stubs to connect to an EJB, the following was observed:
1. When all the managed servers are started at same time load is evenly distributed.
2. When one server or some servers are started, then the load is unevenly distributed.
After restarting a server, over a short period of time almost all of the load will go to the server that had been restarted.
