Unable to Verify Matching Checksum When Downloading Patches

Information in this document applies to any platform.
Checksum verification failure occurs after a user downloads a patch it has different MD5 and SHA1 checksum values than the ones provided in the website.
Example from latest investigation:
Downloaded the file: p23744018_121300_Generic.zip and calculated both the MD5 and SHA1 checksums. The calculated values did not match the MD5 and SHA1 checksums provided on the web site.
This seems to be an issue with larger patches because it has been frequently observed with Oracle Weblogic PSUs.
Within Oracle network there is no issue observed, so was perplexing why only customers saw this issue.
