Capture Batches Get Stuck In WebCenter Forms Recognition

In an environment with 3 separate RTS servers which perform Import, OCR, Classify and Extract, the Export of documents processing occasionally gets stuck. The invoice causing the issue is in state 200 and the remaining invoices show up in state 100.
Increased number of batches, increased batch size, changed RTS configuration, multi-RTS configuration.
