Custom Application Instance level event handlers is not getting triggered when it's Access Policy is modified.

For example: One has a custom Custom Application Instance level event handler which copies and concatenate the multi attribute data from child table to a field in the process form. Suppose a user: user1 got provisioned to the an Application Instance App1 by an Access Policy AP1. Later when that Access policy AP1 is modified to add a record to child form, it eventually adds the new child record for all the users provisioned to this Application Instance via that Access Policy AP1. But in this case, the Custom Application Instance level event handlers are not triggered and as a result, the process form field is not updated. How to copy over child form data to process form in this case?
