ODI Studio Slow Startup and Connections to a Database Are Delayed (Doc ID 2229855.1)

Symptoms

Oracle Data Integrator (ODI) Studio delays 10 minutes or more first time is started. After this initial start, Studio starts within a minute. No errors found. There is no Network latency, and Database performance is normal.

Other Java applications are affected as well.
