Oracle Capture Import Server is not Importing Documents and Errors "ErrNum: 13 ErrDesc: 0" and "Failed to load Import server providers" Occur (Doc ID 2231076.1)

Symptoms

Emails are failing to import via Import Server 10.1.3.5.1. The following error is found in the Import Server logs when running as a Windows service:

01/22/17 09:39:36 1316 ***Error***Maximum time between pages exceeded.
01/22/17 09:39:36 5139 The attachment [Import Server Oracle Forms Recognition macro] was determined to be invalid.
01/22/17 09:39:36 1116 No pages were added to the new batch. This batch will be removed.
01/22/17 09:39:36 1310 ***Error*** Error occurred during batch importing, import item <email>Fri, 20 Jan 2017 13:19:43 -0800 did not import. Provider: Email Provider Job: Email-US
01/22/17 09:39:36 5213 Unable to download message number [18] from IMAP server [outlook.office365.com]. ErrNum: 3 ErrDesc: The server sent a NO return. Context[IMAPGETMSG]
01/22/17 09:39:37 5209 There was a problem logging out of the IMAP server [outlook.office365.com]. ErrNum: 13 ErrDesc: 0
01/22/17 09:39:37 5110 Logged out of account [email] on IMAP server [outlook.office365.com].
01/22/17 09:39:37 5111 Disconnected from IMAP server [outlook.office365.com].
01/22/17 09:39:37 1104 Job [Email-US] is finished.

When attempting to run Import Server as a standard application the following message is returned:

Failed to load Import server providers.
Error Number: Object variable or With block variable not set
Error Description: %3
