Satellite Server Log Errors: java.net.URISyntaxException: Illegal character in query at index # (Doc ID 2231303.1)

Symptoms

Satellite server log errors show:
[CS.REQUEST][WARN] Content Server failed to parse and decode the URI. CS will fall back on the servlet container's request processing logic to decode the parameters instead. (java.net.URISyntaxException: Illegal character in query at index 73: http://hostname:port/cs/Satellite?c=AVIArticle&cid=<id>&d=no suffix&pagename=Some/Page/Here&lookuppage=/cs/Some/Thing/Goes/Here&lookuphost=http://hostname:port)
[org.apache.http.impl.client.DefaultHttpClient][WARN] Authentication error: Unable to respond to any of these challenges: {}
[CS.SATELLITE.REQUEST][ERROR] Error accessing the external page with pmd: page: ?c=AVIArticle&cid=<id>&lookuphost=http://hostname:port&lookuppage=[content > 50 chars; not shown]&pagename=Some/Page/Here
[CS.REQUEST][ERROR] COM.FutureTense.Common.ContentServerException: ContentServerException: (Client error (HTTP status code: 401) fetching data through Remote Satellite Server) Error code:BAD PARAMETER
