SAF Agent Queues Current Messages and Fails to Forward to Remote Queue When It Has Few Pending Messages

When an SAF agent has only a few pending messages, it starts to queue the current messages and fails to forward them to the remote queue. This occurs randomly with any SAF agent. The following debug statements are seen in the logs:

After these log entries, the SAF agent hangs and the messages are not forwarded.

Note: Queue name samples are given only for reference.
