Exalytics and OBIEE 11g - OVD Patch 21895214 Install Fails with Errors "OUI-67077...OUI-67075:Failed to load the patch object...The specified path is not an interim Patch shiphome"

When applying mandatory Oracle Virtual Directory (OVD) <Patch 21895214> on an OBIEE 18.104.22.168.X environment, the patch install fails with errors:

The specified path is not an interim Patch shiphome
Meta-data files are missing from the patch area
Patch location = /dev/exalytics/bi/Oracle_BI1/OPatch/bug21895214
Details = PatchObject constructor: Input file "/dev/exalytics/bi/Oracle_BI1/OPatch/bug21895214/etc/config/actions" or "/dev/exalytics/bi/Oracle_BI1/OPatch/bug21895214/etc/config/inventory" does not exist.
This problem occurred on an Exalytics server with OBIEE 188.8.131.52.161018, but the issue could occur on any OBIEE 184.108.40.206.X environment.
