OAG SFTP File Transfer Policy File Writing Permissions Changes to 600 Instead of 644 (Doc ID 2232103.1)

Symptoms

PROBLEM DESCRIPTION
--------------------
While having a file transfer listener listening on a particular port on an OAG 11.1.2.4.0 instance which accepts files via SFTP and then calls an SFTP policy and writes the file to a 'Processed' directory,
the file is usually copied into 'Processed' folder with 644 permissions (rw-r--r--) but in one environment it is always written with 600 permissions (rw-------).
The policy appears to be the same in all environments.

ERROR
--------
No errors. File is copied with a different permission in one environment

WHAT IS WORKING
---------------

The file transfer works fine except the permission is not as desired. File is copies with 600 permission instead of 644.
