OAG SFTP File Transfer Policy File Writing Permissions Changes to 600 Instead of 644

Information in this document applies to any platform.
While having a file transfer listener listening on 8095 in OAG 126.96.36.199.0 instance which accepts files via SFTP and then calls an SFTP policy and writes the file to a 'Processed' directory,
the file is usually copied into 'Processed' folder with 644 permissions (rw-r--r--) but in one environment it is always written with 600 permissions (rw-------).
The policy appears to be the same in all environments.
No errors. File is copied with a different permission in one enviornment
WHAT IS WORKING
The file transfer works fine except the permission is not as desired. File is copies with 600 permission instead of 644.
1. Create a file transfer listener in OAG instance
2. Import the policy myPolicy.xml which should accept files via SFTP and then calls an SFTP policy and writes the file to a 'Processed' directory.
3. After you invoke it, verify the folder permission to be 600 instead of 644.
