WebLogic Server: STUCK And BLOCKED ACTIVE Threads Waiting On Classloader (Doc ID 2233719.1)

Symptoms

The application shows many (hundreds) of threads waiting on a lock for classloading.  The code section is obtaining a XMLGregorianCalendar.  The threads are not deadlocked, but there is a lot of lock contention.  Threads appear similar to:
