ODSEE - Windows Service Start-up of Directory Server Outputs "exit code 221" to Windows Event Log (Doc ID 2234353.1)

Goal

The Directory Server(DS) instance that is registered in the Windows service reports "exit code 221" to the Windows event log.
It was found that the "exit code 221" sometimes is output after restarting the Directory Server using server commands.

I.E:
Event Log(Application)

ERROR The Directory Server 11.1.1.7.0 instance C:/$DS_HOME/$DS_INST 3 (4000) has failed on startup. Server has reported the exit code 221
