Admin Console Shows Incorrect Application Status STATE_ADMIN After Managed Server Restarted (Doc ID 2234535.1)

Some application's status is shown as "Admin" (STATE_ADMIN) after managed server is restarted.

But the application works normally and it is logged in server log that the status is changed to "Active" (STATE_ACTIVE).

This is incorrect status issue on Admin console.
