APEX Report Data Duplicated When Sent Through BI Publisher to Microsoft RTF Document (Doc ID 2234628.1)

Symptoms

1. A custom report  runs from APEX with no problem. It is 100% accurate.
2. Using an option to print the report in MS Word .rtf format using BI Publisher 11.1.1.9 the report shows duplicate rows as shown below (three rows of data when it should just show one):

Financial Report for Tax Year 2016
Financial Report for Tax Year 2016
Financial Report for Tax Year 2016


There should only be one row, not three.

APEX 4.2.6 with ORDS 3.0.4 in WLS 12.1.3 was being used.
