Initializing EDQ Reference Data Results in a Duplicate Data Error: "Duplicate key "1-¿". " (Doc ID 2235063.1)

On : version, initializing EDQ reference data results in the duplicate data error shown below.

<Error> <oracle.edq.main> <EDQ-06914> <[process <PROCESS_NAME> [41]/job:Real-time Address Match (42):[72]] : error during process preparation
com.datanomic.director.runtime.AbortedProcessException: Cannot load data for replacements list reference data "Address - Standardize Address Words Using Map". Duplicate key "1-¿". (Code: 204,762)

The issue can be reproduced at will with the following steps:

1. Run the pre-initialized Reference Data shipped with EDQ-CDS

2. When the Main Initialize Reference Data job is run, error is raised.

This causes the Main Initialize Reference Data job to fail.
