Error "Commit document folder is not valid" When Committing Enterprise Capture Batches After a Restart of the Capture Service (Doc ID 2235825.1)

Symptoms

After applying patch 5 to Enterprise Capture 11.1.1.9.0, the commit to folder started to error with the following message in the capture managed server logs:
