OHS12c SHMHT Session Cache is not Supported

Symptoms
In OHS 12.1.3.0 OHS uses 'shmcb' even though 'shmht' is set for 'SSLSessionCache'.
According to this OHS 12.1.3.0 document , OHS 12.1.3.0 can use the 'shmht'.
