Portal11.1.1.6 Returns INST-07064:Unable To Connect To The Database (Doc ID 2237665.1)

When executing for Portal, the following error occurs on the Specify Schema step of the wizard:


INST-07064:Unable to connect to the Database with the given credential

1. Execute $ORACLE_HOME/bin/
2. On the Specify Schema step of the wizard, enter Portal schema information and a connect string like:
servername:1521^ servername:1521^ servername:1521@servicename
3. Click next.  Receive error message.
